Not directly. You can however get a tome (normal or elite) of the appropriate class and give your character a skill you have already unlocked, through any of the methods currently available. I haven't tried it myself, but I suspect you could even not own the full nightfall, just the pvp unlock pack and give your character nightfall skills this way. You do have to be of the appropriate class (primary or secondary) in order to get a particular skill.

Ok, here's a bit expanded:
You cannot directly transfer skills from character to character. What you can do is make it easier for a character to get a skill. Any skill can become "unlocked" for the whole account. Once the skill is unlocked, any character can learn it by buying the skill from any skill trainer in the appropriate campaign (for example, if it's a factions skill, you can now buy it from any factions skill trainer, not just the one that initially had the skill). The skill will of course still cost gold and a skill point, or a tome. Skills are unlocked in two ways. First, when any character actually learns a skill, he also unlocks it for the account. Second, you can spend 1000 Balthazzar faction (earned in PvP) at a Priest of bathazzar. They can be found at PvP areas. A side note: the above does not hold true for Elite skills. Elite skills can never be bought from a trainer, so you need to either capture them manually from a boss or unlock it and use an elite tome. |
